David Donovan is a training supervisor for the cable splicer program at the Los Angeles Department of Water and Power (LADWP) in Los Angeles, California. Twenty-eight years ago, he started as an electrical craft helper for LADWP and joined IBEW Local 18. Dave progressed through his career completing his lineman and cable splicer apprenticeship working on overhead distribution line construction, lead underground distribution, and transmission cable splicing. Promotions and special assignments include instructor, senior level and supervisor positions. He is actively involved with joint labor and management committees progressively promoting safe work practices and procedures. In his current position he is responsible for the coordination and best practices involved in the underground apprentice training, but also actively involved with the IBEW Local 18 as an executive board member and a trustee for LADWP IBEW Local 18 Joint Training and Joint Safety Institute. Through IBEW Local 18 he attends the IBEW Utility conference, and the International Foundation. Team member and chairman for the LADWP IBEW Local 18 Lineman’s Rodeo. Organizations Dave is currently, and previously affiliated with is the North East Underground Conference, National Safety Council and Western Energy. He is recognized for his knowledge, and back round in the underground for high voltage splices and equipment. He is utilized by various manufactures as a reference for current design and redesign. Dave has strong family ties. His wife and daughter are school teachers and his son with a couple of years remaining will also be a school teacher. His daughter is married to a lineman. He is an outdoors man with a passion for fishing and hunting.
